This most likely is the Vermont III in her last days as a steamboat. The superstructure has been removed (arguably torn off) and she was being readied to serve as a barge. In the mid 1980s at a Lake Champlain historical meeting (held at the Pinnacle at Cedar Beach), one knowledgeable person indicated he had a reliable source tell him that the hull of the Vermont had recently been seen tied to a dock in the Chesapeake Bay, serving as a paper hauling barge.
