Caption on this 1935 photo reads "#14 Burlington Vt. 7-18-35 VERA (Vermont Emergency Relief Administration) Proj # 402 B25-1 Burlington Municipal Airport East end of E + W runway. Construction of Armour coat consisting of 1" chestnut stone covered with pea stone after 1st and 2nd application of quick breaking emulsion sand covering over 3rd application.
