Colonel
Your letter of this date upon the subject of errors in your rolls, has been received and laid before the Major General, who instincts me to say in reply, that it has been the custom, as far as his observation extends, to muster the men situated as yours are, from the date of their coming under the authority of Officer of the United States, and that he sees our objection to the men whom you name being mustered as you request.
I am Col. Very respectfully
Your Obdient Servant
Col. J. W. Phelps
1st Vermont. Vol. Mil.
Camp near Fort Monroe Va
May 25th, 1861.
Special Orders
No 7
The 1st Regiment Vermont Volunteer Militia will encamp on the first field north of Mrs. Cloptons house. Col. J. W. Phelps will exercise his own judgement in selecting the precise locality, but will take such position as to enable him to cooperate most effectually in case [ADDED: "of" in above] necessity with the N.Y. troops
By command of Major Genl. Butler
