CorrespondenceScope and Content NoteThe Political Correspondence contains the collected correspondence of Consuelo N. Bailey that is of a political nature, as distinguished from correspondence of a more personal nature, which is found in the Personal Papers series. Many important and influential political figures corresponded with Bailey over the course of her political career, from the 1920s to the 1970s. These correspondents include: George Aiken, Warren Austin, Thomas Dewey, Dorothy Canfield Fisher, Ralph Flanders, Marion Martin, Charles Plumley, John Weeks, and Benjamin Williams, among many others. Several Presidents corresponded briefly with her including Dwight D. Eisenhower, Gerald Ford, and Richard Nixon. The more notable correspondence is arranged alphabetically by correspondent at the beginning of this subseries. This is followed by general political correspondence arranged chronologically from 1928-1977. Finally, there is correspondence related to Bailey’s criticism of Bishop Butterfield, her decision not to run for Congress, patronage correspondence regarding appointments, and correspondence regarding speaking engagements. Correspondence that relates to the activities of a specific political office or organization is found with the records of that office or organization in the Public Office or Republican Organizations subseries. |

Public OfficeScope and Content NoteThis subseries contains materials related to the five public offices which Consuelo held over the course of her political career: City Grand Juror (Burlington), State's Attorney (Chittenden County), State Senator (Chittenden County), Town Representative (also known as State Representative)(South Burlington), and Lieutenant Governor (Vermont). While serving as a Town Representative, she became the first woman Speaker of the House in Vermont history, and was the first woman Lt. Governor in U.S. history. The materials, including campaign materials, clippings, correspondence, and subject and issue related materials, in this subseries are arranged by office in the order in which Consuelo N. Bailey held that office, and within the office, by subject (campaign, correspondence, etc.) in alphabetical order. National Republican OrganizationsScope and Content NoteThe materials in this subseries include correspondence, meeting minutes, member lists, and records of activities and events of the College Republican National Committee (1971), the National Federation of Republican Women (1938-1973), the Teen Age Republicans (1971), the Women's National Republican Club (1936-1955), the Young Republicans (1932 and 1971), and especially the Republican National Committee (1932-1976). Bailey was a Committee member for 37 years retiring in 1973. She was elected as a delegate to the national conventions of 1936 and 1944. She served on the Platform committee in 1944, on the arrangements committee in 1948, 1952, and 1956, was elected Vice Chairman in 1952, was elected Chairman of the Committee on Call and served on the executive committee in 1960, was elected Secretary of the National Committee in 1964 and Secretary of the National Convention in 1968, and she called the role at the 1968 National Convention. In addition to the records documenting the RNC and the subcommittees with which Bailey was involved, there are a number of records, mostly correspondence and research, related to the RNC Women's Division (1936-1971). |

ElectionsScope and Content NoteThe materials in the Elections subseries contain the clippings, correspondence, addresses, publications, event ephemera, and other records of the campaigns, conventions, elections, and inaugurations of Republican candidates (mostly national and mostly Presidential) from 1924-1976. There is an overlap with the Vermont Republican Organizations subseries and with the National Republican Organizations subseries, especially in the Convention materials of each election season, which include correspondence of the Arrangements committee, requests for tickets, delegation arrangements, and other committee materials. The records appear to have been separated from the state and national organizational records by Bailey herself. While the Republican National Committee materials and the State Committee materials generally give an internal perspective, the materials in the Elections subseries generally represent the public perspective. |
