Biographical Note
Fletcher D. Proctor was born in Cavendish, Vermont, on November 7, 1960. The son of Vermont statesman Redfield Proctor, Fletcher D. rose quickly in Vermont politics, and was elected governor of the state in 1906. After serving one two-year term, Proctor continued to exert considerable influence on Vermont politics until his sudden death in 1911.
Clarke C. Fitts was born in Wardshoro, Vermont, in 1870. State's Attorney for Windham County in 1894-1896, Fitts became Vermont Attorney General in 1904, and held that position until 1908. He died in Watertown, Massachusetts in 1916.
Scope and Content Note
The Fletcher D. Proctor Papers primarily consist of correspondence between Fletcher Proctor, governor of Vermont, and Clarke C. Fitts, VT Attorney General, for the period 1904-1908. It deals with miscellaneous legal subjects, ranging from the illegal selling of liquor to calling out the Norwich cadets for the state fair.
