The old road bed was scarified, reshaped and treated with stabilizing emulsion late in the fall of 1938 and a base course of asphalt penetration was constructed with one application of 85-100 penetration asphalt binder. A wearing surface of two inches of Plant-Max asphalt using tempering fluid was constructed during the early summer of 1939.
