Show moreWPA (Work Projects Administration) Project No. 65-1-12-43 In this Nov. 27, 1939 dated photo, the view shows the completed runway extension of 1,250 lineal feet, 100 feet in width, with the 100 foot radius turning area at the left. The light area in the foreground between the boundary light and the north end of the hard surface, which is approximately 170 feet in length and 100 feet in width, is a light layer of peastone, chips, and stone dust placed to grade and rolled but without any asphalt emulsion treatment either in the base or top. This area is for the purpose of helping the pilots to locate the end of the runway. A similar area, 35 feet long and the full width of the runway was constructed on the southerly end of the north-south runway.

This view shows the grading for the new diagonal runway practically completed and the asphaltic emulsion soil stabilization base construction in progress under contract with the Warren Brothers Roads Company of Boston, Massachusetts. This base is being constructed with the natural soil as found on the site using American Bitumuls Company stabilizing emulsion blading the mixtures into windrows after each application and then spreading it back over the same area with one additional application for each two inches in thickness of loose mixed material. The completed base course being 4 1/2 inches in completed thickness.

The crushed stone armor coat in the foreground is nearly ready for the first application of Bitumuls HX quick break emulsion. Work is being carried on preparing the turning area at the extreme north end. This extension is 1,250 feet in length and 100 feet in width. The stone in the foreground has been placed for approximately 650 lineal feet. Hand "spotting" is being done on small areas to insure as near a perfect grade as possible using the stock pile shown at the right in the picture, with rubber tired wheelbarrows for transporting the stone over the surface.

Note the hangar and Administration Building directly to the west in the background of the picture, also the boundary fence in the left foreground at the front of the slope. Several thousand cubic yards of filling was dumped in this area using materials excavated from the runway areas and other areas being cleared of small pines and scrub growth. This filling could not be used for any areas within the paved section because of the great amount of roots and stumps but was satisfactory for straightening the line on this area which would not be used for landing purposes and helped to eliminate a hazardous condition. The filling of this area will also assist in straightening the boundary lights when they are permanently installed. Dump truck seen in upper right corner.

The small pine trees have nearly all been cut with the exception of a small group which can be seen in the left background of the picture on this date and for a distance of approximately 250 feet to the right of the hard surface shoulder of the proposed paved runway. The WPA construction shacks can be seen in the right background while the power shovel and trucks are working at a point near the intersection of the northerly end of the north-south runway.

The batter boards in the right and left foreground are located over the drainage ditch where the underground corrugated perforated tar coated metal culvert pipes have just been installed. This building was erected by regular Street Department employees using Salvage material saved from the fire of the old Davis Machine Shop, also from salvage corrugated sheet metal from Fort Ethan Allen. The remainder of the building was constructed of lumber obtained by cutting pine trees in the Airport woods and hauling them to the saw mill at Essex Jct. and Winooski where they were cut into timber and boarding. The only new material purchased for this building was the corrugated sheet metal used for facing the south side of the building which was not completed at the time this picture was taken. The main building is 90 feet in length and 28 feet in width with a clearance of approximately 14 feet to the eaves, the doorways being approximately 10 ft. X 18 ft. Between each doorway is a 12 ft. X 28 ft. bin with sloping sidewalls where all salvage is classified and stacked and then disposed of to junk dealers. All materials having any salvage value are saved, sorted and disposed of through the facilities of this building. The two small lean-to sheds at the easterly end of the building were originally used for WPA (Work Projects Administration) construction crews, one of these sheds will be used as a garage for the Allis-Chalmers tractor which will be used with a reversible bulldozer blade sidewalk snow plow to push the refuse through the back doorways and over the bank after the salvage material has all been sorted out. When the building is completed it will be painted with camouflage asphaltum paint which has been donated for the purpose.
