Justin S. Morrill to John Wolcott Phelps
Your note of yesterday was duly received. I think the administration had determined to give you an appointment. I know a part had - and they desired our delegation, as they have others, to bring forward proper names for commands, and we all agreed to name you. Of course you have it, if at all, without the slightest hint on your part of any desire for it, but you will not think it improper that we should at this time strive to put forward our best men.
I am very sincerely yoursJustin S. Morrill
Col. J. W. Phelps
